张欣怡，中共党员，经济学博士，教授。硕士毕业于英国伦敦政治经济学院(LSE)；博士毕业于中国财政科学研究院。

　　2010年入职北京语言大学商学院金融系，主要面向国内外本科生及研究生英文讲授财政学、公共财政与中国实践、国民经济与财政政策、管理学前沿等专业核心课程。近年来在国内外核心期刊发表学术论文 20 余篇，其中 SSCI 论文1篇，《新华文摘》转载 2 篇，人民出版社个人专著 1 本，参编《财政学》教材 1 本。主要研究领域为社会治理与公共政策、环境治理与地方债务、文化经济与文化贸易、宏观经济与财政理论。 

　　Zhang Xinyi, Female, professor of Business School of Beijing Language and Culture University, Ph.D. in Macro Economics and Fiscal Policy from China Academy of Fiscal Sciences. Her Research Fields is Fiscal Theory and Policy. She has published more than 20 academic articles in the areas of public finance, environmental governance,cultural economy indexed by SCCI and CSSCI.
