邬彩霞，北京语言大学商学院、经济研究院教授，山东大学经济学博士，国家信息中心应用经济学博士后。主要研究领域包括环境与贸易政策、低碳经济、区域与国别可持续发展等。在《管理世界》、《中国人口.资源与环境》、《光明日报》等刊物发表论文30余篇；出版专著4部，合著1部，主编丛书5部；围绕高水平对外开放、低碳经济、区域国别等主题完成的咨政报告获国务院办公厅、教育部及省级主要领导批示5项；主持完成国家级、省部级课题30余项，起草并完成多项国家部委及地方政府有关“十五五”发展规划总体思路、“十四五”中期评估、绿色贸易、数字经济等规划报告和顶层设计研究。成果获国家发展改革委第十二届中青年干部经济研讨会优秀论文奖、省社会科学优秀成果奖二、三等奖等奖励。兼任《管理世界》等刊物匿名审稿人，UN/CEFACT（联合国贸易便利化与电子业务中心）专家等职。
Wu Caixia is Professor at the Business School and Economic Research Institute of Beijing Language and Culture University. She earned her Ph.D. in Economics from Shandong University and was a postdoctoral researcher in Applied Economics at the State Information Center affiliated with the National Development and Reform Commission.
Her research interests include environmental and trade policy, low-carbon economy, and sustainable development in area and country studies. She has published over 30 journal articles in leading journals, such as Management World, China Population, Resources and Environment, and Guangming Daily. She has authored four scholarly monographs, co-authored one book, and served as editor-in-chief for five academic book series. Five of her policy advisory reports on high-level opening-up, the low-carbon economy, and area and country studies have been adopted by senior officials at the General Office of the State Council, the Ministry of Education, and provincial administrations.
She has led and completed more than 30 national and ministerial/provincial-level research projects. She has drafted and finalized numerous planning documents and top-level design studies for various national ministries, commissions, and local governments, covering areas, such as the general framework for the 15th Five-Year Plan, the mid-term evaluation of the 14th Five-Year Plan, green trade, and the digital economy. Her work has been recognized with awards, including the Outstanding Paper Award at the 12th Young and Mid-Career Cadres Economic Seminar of the National Development and Reform Commission, and second and third prizes of the Provincial-level Social Science Outstanding Achievement Awards.
She also serves as an anonymous peer reviewer for leading academic journals, such as Management World and as an expert for the United Nations Centre for Trade Facilitation and Electronic Business (UN/CEFACT).
